Position Overview 

We are seeking an experienced Human Resources Manager to lead all aspects of HR for a growing small business. This role provides both strategic leadership and hands-on execution, overseeing a small HR team and partnering closely with leadership to ensure HR programs effectively support project delivery, compliance, employee engagement, retention, workforce development, and organizational growth. 

Key Responsibilities: 

  • Lead HR operations, including employee relations, engagement, performance management, and training/development programs 

  • Build and enhance HR programs, systems, and processes to support organizational growth and scalability 

  • Partner with leadership to align HR strategy with business objectives, contract delivery needs, and workforce planning 

  • Develop and implement retention strategies to support a stable, high-performing workforce in a project-based consulting environment 

  • Design and implement employee training and development initiatives, including leadership development and career pathing 

  • Serve as a trusted advisor to leadership, fostering a credible, employee-centered HR function and positive workplace culture 

  • Support and partner on recruitment and workforce planning efforts, aligning staffing strategies with project and contract needs 

  • Ensure compliance with federal, state, and local employment laws and applicable government contracting requirements (EEO-1, OFCCP, and related reporting/Affirmative Action compliance) 

  • Oversee compensation strategy, including market benchmarking, salary structure design, and merit planning 

  • Develop and maintain HR policies, procedures, and employee handbook 

  • Manage and mentor HR team members and ensure efficient payroll, benefits, and HR processes 

  • Use data and metrics to assess HR effectiveness and drive business-aligned improvements in retention, performance, and workforce outcomes 

  • Lead and support organizational change management initiatives, ensuring effective communication and organizational alignment 

Required Qualifications: 

  • 10+ years of progressive HR experience, including management responsibilities 

  • Bachelor’s degree in Human Resources, Business, or a related field required 

  • Experience in government contracting required (DOE experience a plus) 

  • Direct experience with OFCCP compliance, Affirmative Action Plans (AAP), and federal reporting requirements required; Service Contract Act (SCA) experience a plus 

  • Strong background in employee relations, engagement, retention, training and development, and benefits administration 

  • Proven experience leading and developing HR staff, and supporting recruitment/talent acquisition efforts 

  • Experience supporting a project-based, consulting, or government contracting workforce in a growth environment 

  • Strong knowledge of employment law and HR best practices 

  • Demonstrated ability to contribute strategically to organizational growth and direction 

  • Proven ability to collaborate across all levels of the organization and balance strategic leadership with hands-on execution in a dynamic environment 

  • Proficiency in Microsoft Office (Outlook, Word, PowerPoint, Excel) and applicant tracking systems 

  • Excellent communication, organizational, and problem-solving skills 

Work Authorization: U.S. Citizenship is required due to federal contract and/or security clearance requirements. 

Working Conditions: This position is primarily performed in an office environment or a home office setting. Employees will be required to use a computer and other office equipment for extended periods. Must be able to remain in a stationary position for extended periods and operate a computer and standard office equipment.
