Job Summary
Management Solutions is seeking an experienced Facility Safety Engineer to join our growing Nuclear Engineering practice. This client-facing consulting position supports DOE NNSA and other federal nuclear programs by providing facility-level nuclear safety and Safety Basis technical support for existing facilities, facility modifications, and modernization projects. The Facility Safety Engineer serves as a key interface among Safety Analysis, Operations, Engineering, project teams, and DOE to help ensure facility activities remain consistent with approved Safety Basis requirements and applicable nuclear safety requirements.

Key Responsibilities
· Serve as a Facility Safety Engineer for DOE Hazard Category 2 and 3 nuclear facilities and, as applicable, chemically hazardous facilities, providing technical support to ensure Safety Basis requirements are understood, implemented, and maintained.

· Develop, maintain, review, and support periodic and annual updates of Safety Basis and supporting documents, including Documented Safety Analyses (DSAs), Technical Safety Requirements (TSRs), hazard evaluation reports, safety analysis reports, structures, systems, and components (SSC) analyses, and system design descriptions.

· Serve as a technical interface with Operations, Engineering, project teams, Safety Analysis personnel, and DOE representatives regarding compliance with 10 CFR 830 Subpart B, applicable DOE Orders and Standards, approved Safety Basis requirements, and client procedures.

· Perform and support hazard evaluations and accident analyses for facility operations, modifications, new projects, and modernization efforts; ensure resulting assumptions, controls, and credited safety functions are appropriately documented and maintained.

· Coordinate and participate in design reviews for facility safety, including evaluation of safety-class and safety-significant SSCs, functional requirements, system descriptions, and design changes for consistency with approved safety requirements.

· Support Unreviewed Safety Question (USQ) screenings, determinations, evaluations, and change-control activities, including review of engineering designs, work packages, procedures, and proposed changes for impacts to the approved Safety Basis.

· Prepare clear, technically defensible documentation; participate in technical and peer reviews; provide facility safety guidance to multidisciplinary teams; and support timely resolution of safety basis and compliance issues.

Required Qualifications
· Bachelor's degree from an ABET-accredited program in Engineering, or a related technical degree such as Physics or Chemistry.

· Minimum of eight years of relevant DOE nuclear safety, facility safety, safety analysis, or safety basis experience.

· Experience supporting nuclear facilities through development, maintenance, implementation, or review of Safety Basis documentation and associated facility safety requirements.

· Working knowledge of 10 CFR 830 Subpart B and applicable DOE nuclear safety requirements and guidance, with experience interfacing across Operations, Engineering, Safety Analysis, and project organizations.

· Experience with hazard evaluations, accident analyses, facility modifications, design reviews, and/or USQ activities.

· Strong analytical, technical writing, problem-solving, communication, and multidisciplinary coordination skills; active DOE Q clearance required.

Preferred Experience
· Experience supporting ORNL, Y-12, Pantex, or other DOE/NNSA nuclear facilities, including facility modernization or major capital projects.

· Previous experience serving in a designated Facility Safety Engineer role, including responsibility for maintaining Safety Basis documents and interfacing with DOE and facility Operations organizations; 10 CFR 830 Facility Safety Engineer qualification is a plus.

· Experience applying DOE-STD-1189, DOE-STD-3009, DOE-STD-1027, DOE-HDBK-3010, or successor/current applicable standards and guidance, as well as hazard evaluation methods and USQ Determination activities.

Voluntary Self-Identification of Disability
Voluntary Self-Identification of Disability Form CC-305
OMB Control Number 1250-0005
Expires 05/31/2026
Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
