We seek professionals who think critically, solve complex problems, and are dedicated to building and sustaining a high-performing, people-centered organization.

Position Overview:

Management Solutions, LLC (MSLLC) is seeking a senior operating leader to own the profit and loss (P&L) and mission delivery performance across all company accounts. Reporting directly to the CEO, the Senior Director of Mission Delivery translates company strategy and customer priorities into dependable execution, measurable mission outcomes, and profitable growth.

This leader is accountable for account financial performance, contract execution, customer relationships, and delivery leadership. Working with the Director of Functions and Director of Mission Intelligence, the role brings together the people, processes, and solutions needed to deliver integrated program and project management, engineering, technical services, and transformation support, including ProjectAccelerator. The ideal candidate combines enterprise judgment with hands-on leadership in a growing federal services business.

Key Responsibilities:

Enterprise P&L Accountability

  • Own consolidated and account-level P&L performance; develop annual operating plans, revenue and margin targets, budgets, and forecasts with the CEO and Finance.

  • Lead financial reviews covering contract funding, backlog, labor and subcontract costs, utilization, and estimates at completion; correct adverse trends early.

  • Set portfolio operating priorities and approve resource and spending decisions within CEO-delegated authority, balancing customer commitments, capacity, and profitability.

  • Partner with Finance and Contracts on accurate billing, timely collections, scope changes, and cost controls; provide the CEO with clear forecasts, material risks, and decisions needed.

Mission Delivery & Customer Leadership

  • Lead performance across all accounts from award and mobilization through execution and closeout, ensuring commitments for scope, schedule, cost, quality, and mission outcomes are met.

  • Hold account, program, and project leaders accountable through a consistent review cadence, clear performance expectations, and timely corrective action.

  • Serve as the executive escalation point for customers, prime contractors, and partners; resolve delivery issues and strengthen trust, satisfaction, and long-term relationships.

Integrated Solutions & Operating Leadership

  • Partner with the Director of Functions to turn account demand into staffing and capacity plans, align qualified personnel and technical expertise, and apply consistent delivery standards.

  • Partner with the Director of Mission Intelligence to translate customer priorities and performance insights into integrated solution plans, actionable decision support, and measurable outcomes, including deployment of ProjectAccelerator.

  • Ensure solution delivery addresses mission needs and produces validated improvements in execution speed, schedule reliability, cost, workforce readiness, or other customer-defined outcomes.

  • Establish an enterprise operating rhythm for financial, delivery, staffing, and risk reviews; resolve cross-account priorities and elevate significant issues to the CEO with recommended actions.

People & Organizational Leadership

  • Lead and develop account and program leaders; set clear expectations, coach performance, and build succession capacity for a growing portfolio.

  • Coordinate matrixed teams and shared resources with functional leadership; anticipate staffing gaps and mobilization needs while supporting employee development and retention.

  • Build a culture of accountability, collaboration, and continuous improvement; reinforce contractual, quality, safety, security, and customer/site requirements with the responsible experts.

Sustainable Growth & Contract Transitions

  • Partner with Business Development on account expansion, recompetes, and new opportunities; use delivery results and customer insight to strengthen company positioning.

  • Validate proposed staffing, delivery approaches, costs, and schedules so commitments are achievable, resourced, and financially sound before award.

  • Sponsor transition and mobilization plans that establish leadership, staffing, delivery controls, and customer alignment while maintaining continuity of service.

Required Qualifications:

  • Bachelor’s degree in business, engineering, management, or a related discipline, or equivalent professional experience.

  • 20+ years of progressive experience in federal program management, mission operations, or technical/professional services, including 5+ years in senior leadership with direct P&L accountability.

  • Demonstrated success managing a multi-account P&L, improving margins, forecasting financial performance, and delivering profitable revenue growth.

  • Experience leading program/project managers and matrixed technical teams through concurrent federal contract delivery, customer escalations, and program transitions.

  • Working knowledge of federal acquisition and contract management, including FAR/DFARS as applicable, and fixed-price, cost-reimbursable, and time-and-materials/labor-hour contracts.

  • Ability to integrate technical and business priorities, make sound operating decisions, and communicate clearly with executives, customers, and delivery teams.

Preferred Qualifications:

Financial results: Revenue, margins, and operating results against plan; forecast accuracy; effective cost management and timely billing/collections.

Delivery performance: On-time milestones and deliverables, quality of work, fulfillment of contract requirements, and timely resolution of risks and issues.

Customer confidence:  Customer satisfaction, strong past-performance evaluations, account retention, recompete performance, and expansion of existing work.

Solution impact: Documented improvements in cycle time, schedule, cost, throughput, or workforce readiness against agreed customer baselines.

Team effectiveness: Staffing readiness, appropriate utilization, leadership development, employee retention, and collaboration across accounts and functions.

  • Experience serving DOE, NNSA, defense, or other federal civilian customers at headquarters, laboratories, plants, or mission sites.

  • Leadership of a portfolio comparable in scale and complexity to a growing small-to-midsize federal services contractor.

  • Experience integrating program management, engineering, digital transformation, analytics, process improvement, or workforce readiness solutions.

  • PMP certification or an advanced degree in business, engineering, or a related discipline.

  • Active security clearance and experience in regulated, nuclear, or national security environments.

Work Authorization: U.S. Citizenship required due to federal contract requirements.

Working Conditions: This position is primarily performed in an office environment or a home office setting. Employees will be required to use a computer and other office equipment for extended periods.

OMB Control Number 1250-0005
Expires 07/31/2029
Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
