Position Summary
Management Solutions LLC is seeking a Project Manager to support a Development and Implementation team. This role serves as the critical bridge between the customer and the development team, ensuring that software enhancements and defect resolutions are clearly defined, prioritized, and delivered efficiently.
This is a servant-leader, focused on facilitating Agile processes (Hybrid Scrum/Kanban), refining requirements, and driving delivery in a highly regulated, compliance-heavy environment. This position requires an active U.S. Department of Energy (DOE) Q Clearance.

Key Responsibilities
  • Act as Project Manager, working closely with stakeholders to gather, refine, and prioritize requirements
  • Develop business requirements for maintenance organizations to select and implement maintenance schedule tools
  • Translate business needs into user stories, features, and detailed acceptance criteria
  • Own and manage the product backlog in Azure DevOps
  • Coordinate and track software enhancements, defect resolution, and release progress
  • Facilitate Agile ceremonies (stand-ups, backlog refinement, sprint planning, retrospectives)
  • Remove impediments and ensure team productivity and delivery continuity
  • Perform functional testing and validation of bug fixes and enhancements when needed
  • Ensure solutions align with compliance, regulatory, and DOE-related requirements
  • Collaborate across systems including SAP and ServiceNow
  • Communicate status, risks, and priorities clearly to both technical and non-technical stakeholders
  • Develop and implement a standardized, scalable asset management process for scheduling and coordinating on-line work and off-line outages across facilities
  • Maintain, revise, update, and develop processes and software integrations with SAP to address infrastructure issues
  • Support, update, and develop Tableau reports, queries, and interfaces as requested
  • Engage stakeholders including Facility Managers, Outage Managers, Project Managers, Maintenance Integration Leads, Planners, Engineers, Schedulers, and IT staff to coordinate scheduling change initiatives
  • Support identification and correction of gaps in scheduling and maintenance processes; assist with procedure updates and incident/issue tracking
  • Support completion of audits, assessments, meetings, and presentations as requested by the Subcontract Technical Representative (STR)
  • Serve as Scrum Master and Agile facilitator for a hybrid Scrum/Kanban team

Required Qualifications
  • Active DOE Q Clearance
  • Certified Scrum Master (CSM) or Project Management Professional (PMP) certification
  • Knowledge of P&RO Solutions Inc. maintenance scheduling tools including PaSTA and CICS (Create Input Close System)
  • Experience with SAP integration requirements  
  • Experience facilitating project teams to evaluate software for information technology and cyber compliance reviews
  • Knowledge of process standards for outage and maintenance organizations with respect to scheduling needs
  • Experience in a Product Owner, Business Analyst, or Scrum Master role within software development teams
  • Strong understanding of Agile methodologies (Scrum and/or Kanban)
  • Experience working directly with stakeholders and development teams simultaneously
  • Demonstrated ability to manage backlogs, user stories, and defect tracking
  • Familiarity with SQL Server–based environments
  • Strong communication, facilitation, and organizational skills
  • Ability to work effectively in a hybrid team environment
  • Experience developing business requirements for maintenance organizations to select and implement maintenance scheduling tools

Preferred Qualifications
  • Prior experience in federal, DOE, or highly regulated environments
  • Background in software development or coding (helpful for testing and validation)
  • Experience with Azure DevOps, SAP, and ServiceNow
  • Familiarity with compliance-driven development processes

Working Conditions
This position is primarily performed on-site in Oak Ridge, TN. Telework is permitted on a limited basis at the discretion of the Subcontract Technical Representative (STR). The role requires the ability to sit for extended periods, use a computer keyboard and mouse, and participate in virtual and in-person meetings, audits, assessments, and presentations.
