Job Title: Quality Manager – Federal IT Contract 
Location: Knoxville, TN (with periodic travel to Washington, DC) 
Employment Type: Full-Time  

Job Summary: 
We are seeking an experienced Information Technology Quality Manager to lead quality control (QC) and quality assurance (QA) efforts for a large federal IT services contract. This role will ensure all deliverables meet or exceed contractual requirements, adhere to established templates and standards, and support overall program success. The ideal candidate will bring a strong background in managing quality programs in compliance-driven environments, with excellent leadership and communication skills. 

Key Responsibilities: 

Programmatic Quality Management 

  • Develop, implement, and maintain the program’s Quality Assurance/Quality Control (QA/QC) Plan in alignment with contract requirements. 

  • Monitor compliance with contractual standards, templates, and formatting for all deliverables. 

  • Oversee quality review processes for technical documents, reports, and project artifacts (with an emphasis on IT-related subject matter) prior to submission. 

  • Establish performance metrics and tracking systems to assess quality trends and identify process improvements. 

Compliance & Standards 

  • Ensure adherence to federal standards, agency-specific requirements, and industry best practices. 

  • Serve as the primary point of contact for all quality-related matters with both internal stakeholders and the government customer. 

  • Facilitate regular quality audits and risk assessments to mitigate compliance issues. 
  • Ensure IT best practices are being followed by all stakeholders participating on the contract.

Leadership & Collaboration 

  • Partner with project managers, technical leads, and subject matter experts to address quality issues and implement corrective actions. 

  • Coordinate with program leadership to integrate quality considerations into planning, execution, and delivery cycles. 

Required Qualifications: 

  • Education: Bachelor’s degree (BA) in a relevant field. 

  • Experience: 

  • Minimum 7 years of experience developing and implementing IT-related QA/QC plans or programs. 
  • Minimum 5 years of direct experience managing IT-related quality programs, preferably in federal contracting. 
  • Strong understanding of quality standards, methodologies, and process improvement frameworks (e.g., ISO, CMMI, Six Sigma). 

  • Proven ability to interpret and apply contractual requirements to deliverable production. 

  • Excellent written and verbal communication skills, with strong attention to detail. 

  • Ability to work independently and collaboratively in a fast-paced, deadline-driven environment. 
  • ​​​​​​​Strong familiarity with an understanding of IT and digital subject matter (including relevant frameworks and regulations governing the space).

Preferred Qualifications 

  • Experience with federal IT contracts and government reporting requirements. 

  • Familiarity with quality management tools and automated workflow systems. 

  • Quality certifications (e.g., ASQ CQE, CQA, NDE, Six Sigma Green/Black Belt) and/or involvement with a national quality committee. 

  • PMP certification and/or experience with project management. 

Work Environment & Travel 

  • This position is based in Knoxville, TN. 

  • Occasional travel to Washington, DC is required for program meetings and reviews. 
     

Work Authorization: U.S. Citizenship required due to federal contract requirements.
