Position Overview
The General Foreman is responsible for responding to a variety of facility service requests involving multiple trades, including the operation and monitoring of building control and energy management systems. This role supports the continuous operation, maintenance, and repair of facility systems while ensuring compliance with applicable safety standards, regulations, and training requirements. The Foreman must perform work in a manner that minimizes disruption to tenants and maintains safe, efficient building operations. The General Foreman position is covered under a Collective Bargaining Agreement with the International Union of Operating Engineers, Local Union No. 917.
Key Responsibilities:
Respond to and complete a variety of facility maintenance and service requests involving multiple trades
Operate, monitor, and support building control and energy management systems
Perform facilities maintenance activities in compliance with contract requirements and applicable regulations
Ensure work is completed safely, efficiently, and without disruption to building tenants
Maintain compliance with NEC and NFPA 70E electrical safety standards
Support preventive and corrective maintenance activities for facility systems and equipment
Maintain required certifications, licenses, and permits applicable to assigned duties
Complete required asbestos worker training and annual refresher training
Adhere to all federal, state, local, and site-specific safety requirements
Support compliance with Public Law 111-308: Federal Building Personnel Training Act of 2010 requirements related to building operations and maintenance functions
Coordinate and communicate effectively with supervisors, team members, subcontractors, and facility personnel
Required Qualifications:
High school diploma or equivalent required
Must possess at least five (5) years of recent experience (within the past seven (7) years) in the operation and maintenance of equipment and systems comparable in complexity to those covered under this contract
Experience performing facilities maintenance work involving multiple trades
Working knowledge of building control systems and energy management systems
Ability to comply with NEC and NFPA 70E safety requirements
Ability to obtain and maintain required certifications, licenses, and permits in accordance with federal, state, county, city, and local jurisdiction requirements
Completion of Asbestos Worker Training and ability to maintain annual refresher training requirements
Strong understanding of facility maintenance safety practices and procedures
Ability to work independently and respond effectively to service requests
Strong communication and problem-solving skills
Ability to support uninterrupted facility operations and tenant services
Preferred Qualifications:
Prior experience supporting federal or government facility maintenance contracts
Experience operating and troubleshooting energy management or automated building control systems
Additional trade certifications in electrical, HVAC, plumbing, or general maintenance disciplines
Knowledge of federal facilities compliance and training requirements
Experience working in occupied commercial or government facilities environments
OSHA or additional safety-related certifications preferred
Work Authorization: U.S. Citizenship required due to federal contract requirements. An active Department of Energy security clearance is required.
Working Conditions: This position is performed on site at the Office of Science Federal Building Complex. Employees will be required to use a computer and other office equipment for extended periods. This position shall provide support during responses to emergency situations outside of normal duty hours.
