Job Summary: 
We are seeking an experienced Program Manager to lead the day-to-day operations of a high-impact, nationally recognized fellowship initiative sponsored by the Department of Defense. This program supports graduate-level education and research in science and engineering disciplines critical to national security. 

As the Program Manager, you will be the primary liaison with senior federal stakeholders and oversee the full lifecycle of program delivery—including stipend and tuition disbursements, application and selection processes, participant engagement, travel coordination, and technical systems oversight. You will lead a cross-functional team and ensure all program activities are executed with excellence, compliance, and efficiency.

Key Responsibilities: 

  • Program Leadership & Oversight: Lead all aspects of program execution for a nationwide science and engineering fellowship initiative sponsored by the Department of Defense. 

  • Federal Stakeholder Engagement: Serve as the primary point of contact for the federal customer, including the Contracting Officer (CO) and Contracting Officer’s Representative (COR). Lead monthly Program Management Reviews and maintain regular communication to ensure alignment and transparency. 

  • Team Management: Oversee a diverse, cross-functional team responsible for stipend and tuition disbursements, application processing, mentorship coordination, travel logistics, and technical support systems. 

  • Compliance & Contract Performance: Ensure all program activities meet contractual requirements, performance standards, and federal compliance regulations. Monitor subcontractor performance to ensure quality and adherence to deliverables. 

  • Operational Coordination: Manage day-to-day program activities, including biweekly internal team meetings, tracking of key metrics and milestones, and resolution of risks or issues. 

  • Participant Engagement: Oversee participant support functions, including mentorship programming and travel coordination for events or research activities. 

  • Systems & Reporting: Use real-time data dashboards and reporting tools to monitor program status, support decision-making, and drive continuous improvement. 
     

Required Qualifications: 

  • Bachelor’s degree in a science, engineering, or related technical discipline. 

  • Minimum of 7 years of experience managing large-scale fellowship, scholarship, or academic support programs. 

  • At least 5 years of experience supporting Department of Defense (DoD) or other federal agencies in a program management capacity. 

  • Proven success leading complex, multi-stakeholder programs, including financial oversight, compliance, and performance tracking. 

  • Strong understanding of federal contracting requirements, deliverables, and reporting expectations. Experience working directly with Contracting Officers (COs) and Contracting Officer’s Representatives (CORs). 

  • Demonstrated ability to lead cross-functional teams, communicate effectively with senior government stakeholders, and manage subcontractor relationships. 

  • Proficiency in program monitoring tools, dashboards, and data reporting to support performance management and decision-making. 
     

Work Authorization: U.S. Citizenship required due to federal contract requirements. 

Working Conditions: This position is primarily performed in an office environment or a home office setting. Employees will be required to use a computer and other office equipment for extended periods.
